Appalachian Sustainable Development (ASD) is seeking proposals from qualified bidders to furnish all labor, materials, equipment, tools, supplies and incidentals required to complete the following construction activities at the Appalachian Harvest food hub in Duffield, Virginia:

Construction Activities (in order of importance) Completion Dates
1 Install 220V hook-up for dryer August 29, 2018 (firm)
2 Install conduit for electric line from meter box to dryer August 29, 2018 (firm)

ASD will use federal funds through the Appalachian Regional Commission to pay for this cost. As a funding requirement, we will be hiring through an open and free competitive negotiation process. It is our intention to fully consider and evaluate fairly each proposal submitted. The electrician must be licensed in the state of Virginia. Invoice for work must be submitted by August 31, 2018 for payment.

The Davis-Bacon and Related Acts will apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area. The Davis-Bacon Act directs the Department of Labor to determine such locally prevailing wage rates.

Evaluation Criteria and Relative Importance

Value System 1 to 4: 1 = Most important

(No more than three criteria shall be rated 1; two or more criteria must be rated 2 or 3)

  1. On-time completion dates: 1
  2. Price of services offered and materials needed: 1
  3. Virginia electrician license obtained: 1
  4. References from previous clients: 2

Open bids will be accepted until August 15, 2018 at 3:00 PM. A bidder will be selected and announcements made to all bidders by August 15, 2018 at 5:00 PM. Construction activities #1 and #2 must be completed by the completion dates specified in the table on page 1.
